Summary

This is the third report of a series that tracks progress towards scaling up health sector interventions for HIV prevention, treatment and care in order to provide universal access to antiretrovirals. The "Universal Access Progress Reports" build on previous '3 by 5' reports in monitoring the scale-up of antiretroviral therapy. This report gives an overview of general trends in global treatment of HIV in 2008, and includes tables of indicators used to track health sector scale-up. It assesses current achievements and ongoing challenges in moving towards the goal of universal access to HIV prevention, treatment, care and support. It also addresses future opportunities for improvement.
