English: PDF [1.7MB]

These guidelines provide policy makers and planners with practical guidance on tailoring national HIV prevention responses to their country's epidemic and social context. The guidelines are designed to help national planners define local vulnerabilities and develop and implement evidence-based HIV prevention programming. The document describes the drivers of the HIV epidemic and particularly vulnerable populations, lays out criteria for prioritizing HIV prevention activities, gives guidance on setting appropriate program targets, and gives recommendations for tailoring HIV prevention plans for low-level, concentrated, generalized, and "hyperendemic" epidemic scenarios.
